(1) In the designated areas, any alteration to the status quo, such as the construction of a new b uilding, the
development of a residential site, logging, piling of rocks or earth,is prohibited in principle, except for the
construction of an underground structure or a small-scale building for agriculture, forestry or fisheries.
Anyone who had already owned land within the Special Preservation Areas of Historical Landscape when such
designation was made may request the city to buy out the land, since land use is significantly restricted (Article
11).
Under this scheme, Kyoto City purchased a total of about 199 hectares of land in Special Preservation Areas of
Historical Landscape by the end of FY2003, including land donated from such landowners. The city is committed to
the appropriate management of such land. In some cases, the city has built facilities that allow citizens and
tourists to enjoy historical landscapes on the land.
