Preservation of green Spases
 The preservation of the greenery in cities and their suburbs is beneficial for the comfort,health and cultural environment of residents' urban life. The "Law Governing the Preservation Districts in the Kinki Region" was enacted in 1967 as a way to preserve the green zones and was followed by the "Law for the Preservation of Urban Greenery" established in 1973.
 
 In Kyoto City, areas, among the suburban forestry, of a certain extent and in danger of Indiscriminate urbanization, have been appointed Preservation Districts of Suburban Green Space. Of these, the most important were designated as Special Preservation Areas of Suburban Green Space through city-planning procedures.
 In accordance with the Law for the Preservation of Urban Greenery, sizable green spaces are designated as "Preservation Areas of Green Spaces."

 The surface area appointed Preservation Districts of Suburban Green Spaces, Special Preservation Areas of Suburban Green Spaces and Preservation .Area of Green Spaces were approximately 3,333 hectares in 1969, 212 hectares in May 1996, and 26 hectares in November 1981 and February 1994.
 A preservation plan which serves as a basis for the city's initiative to preserve green spaces has been established for the Preservation Districts of Suburban Green Spaces. Anyone who intends to make an alteration to the status quo within the designated areas must notify to the major in advance. The city in turn offer appropriate advice or recommendations to preserve green spaces in a good state. In the Special Preservation Areas of Suburban Green Spaces and the Preservation Areas of Green Spaces, any alteration to the status quo is prohibited in principle, except for actions intended for land management.
